
Business Strategy and Planning: continued assistance to the Customs Administration in Montenegro for the enhancement of the Business Strategy and Annual Planning cycle to include measurable Performance Indicators.
Provision of assistance for the development of a Management Information System (MIS).
Internal Affairs and Professional Standards: assistance for the continued implementation of an effective Internal Affairs and Professional Standards capability within the Montenegrin Customs Administration (MCA) aimed at contributing, inter alia, to the general improvement in the fight against corruption.
Provision of appropriate management training.
Continuing to introduce risk based, selectivity controls in order to facilitate the movement of people, vehicles and goods both at the frontier and inland throughout Montenegro, thereby improving revenue compliance and acquiescence to Customs procedures and legislation in line with EU and the WCO Framework of Standards.
Developing and implement the Montenegrin National Integrated Border Management (IBM) Strategy to be in line with the EU Guidelines for IBM in the Western Balkans.
Developing enhanced communication capabilities with other law enforcement agencies, particularly Border Police, for sharing intelligence and information.
Improving and modernising Customs operations in line with EU standards and best practice.
