PURPOSES


The general objective of TACTA is to continue the EU assistance in supporting the beneficiary Countries achieving potential future EU integration.

More specifically, the main aim of TACTA is to assist Albania, Bosnia-Herzegovina, Montenegro, Serbia, Kosovo (under UNSCR 1244) in the establishment of well functioning and accountable Customs and Tax Administrations, in their efforts to raise revenues, in fighting organised crime, and developing good trade relations within the Western Balkan Region as well as within the European market.

TACTA’s ultimate goal is to create professional, effective and efficient Administrations that will provide value for money to the tax payers by using limited resources to the best effect and to maximise revenue collection.

The level of the social programmes and the general welfare of the Beneficiary Countries will be also increased by improving the budget revenue collection.

  

Specific Objectives

  • enhancing the administrative capacity of the beneficiary Customs and Tax Administrations with specific reference to:
    • the Human Resources Management systems, including organisational structures, rules, working procedures, methodologies, information flows, staff responsibilities and job descriptions
    • the identification and implementation of comprehensive training programmes on the EU tax and customs matters
    • the quality of Customs and Tax Administrations' services and resources management
  • strengthening the National Enforcement Systems with a view to combat illicit traffics and fraud to the National and Community Budget
  • assessing the strengths and the weaknesses of current legal provisions and support their alignment to the acquis communautaire
  • implementing the inter-operability strategy of the IT systems of the Beneficiary Countries with the EU IT systems
  • encouraging an effective dialogue with the private sectors
