Governance

  • Business Strategy and Planning: to provide assistance to the Customs Administration in Serbia (CAS) for the enhancement of the Business Strategy and Management Plan to include measurable Performance Indicators.


  • Provide assistance for the development of a CAS Management Information System (MIS)

 

Legislation and Procedures

  • Providing technical/legal assistance to the CAS in the drafting of the implementing provisions of new and revised customs legislation (Customs Law, Customs Service Law, IPR Law, etc) by ensuring that the practical application of the legislation and associated procedures are compliant with the acquis communautaire.


  • Assisting the CAS in drafting procedures and associated guidance for the public and trading community applicable to all customs regimes, including the development and implementation of an enhanced transit system.


  • Reviewing and make recommendations for the development and implementation of the national Tariff Management System (TARIS) – including an updated version of the HS notes – in compliance with the EU model


  • Strengthening the implementation and enforcement of IPR legislation at the Borders


  • Implementing the recommendations of the review of post clearance audit conducted in 2006


  • Transit procedures


  • Management training


  • Customs control of goods sent by post.

 

Integrated Border Management (and Enforcement)

  • Further development of risk-based selectivity controls thereby facilitating the movement of people, vehicles and goods both at the frontier and inland throughout Serbia, in order to improve revenue compliance and acquiescence to customs procedures and legislation in line with EU best practice and the WCO Framework of Standards.


  • Further development and implementation of the Serbian National Integrated Border Management (IBM) Strategy in line with the EU Guidelines for IBM in the Western Balkans.
